Fighting in Waziristan

Tribal leaders in Waziristan are fighting against Al-Quaeda linked foreigners. Pakistan says this is vindication for it's policy of limiting it's military involvement in the area. The government says this is proof that many of the tribesmen in the region have been won over to the government's side. Most of the foreigners are Uzbeks, and the Waziristan tribal leader is named Nazir. Examiner.com

Its good to see Pakistan doing something, however, from what I know about these tribes in the Middle East using them as weapons against eachother could cause more violence.

I thought it interesting in the article that said something to the effect that Pakistan is fighiting these foreign fighters but not expelling them from the country. What are they doing with the ones that they capture then? Just holding them. I' confused. I think they need to work on ensuring that they do not enter the country to begin with.
